David Webb

David Webb is a First Vice President with George K. Baum and Company, a municipal finance and bond underwriting firm. He is primarily responsible for the Texas public education finance market. Webb retired from school business after 26 years, the last 19 as CFO of La Porte and Deer Park ISDs. He holds a BBA degree in Accounting from the University of Texas at Austin, is a Certified Public Accountant, and a  Registered Texas School Business Official.

During his career in school business, he was actively involved in TASBO, the Texas Association of School Business Officials, serving as committee chairman for the Governmental Relations Standing Committee for 10 years and as a member of the TASBO Board of Directors for seven years, including one year as president in 1999-2000. At the local level, he has served as President of the local Gulf Coast affiliate of TASBO on four occasions.In February 2003, he received TASBO’s prestigious “Commitment to Excellence” award, given out to only one TASBO member each year. He also served on the TASB Risk Management fund board for almost 18 years.

He is the author of two books on school finance in Texas and has authored numerous articles for the TASBO Newsletter over the years. He teaches the state-mandated investment officer training and other courses several times a year for TASBO and TAAO. His first book, a Brief History of Texas School Finance,is available in an updated, electronic format at no cost.
